Minutes - March 7, 2000

1. The president called the meeting to order at 7:30 PM.

2. Announcements. None recorded.

3. Approval of the Agenda: Approved as written.

4. Approval of Minutes from the January 4, 2000 Meeting: Approved as written.

5. Treasurer's Report: The Treasurer's written report shows that 70 of the 74 member organizations have paid their 1999/2000 dues. Her report sows that the combined Checking and Savings account balance was $3,296.25, with an additional balance of $209.97 available in the U.S. Postal Service bulk mail account.

6. Committee Reports: Vice President Jim Pebley, chairman of the Executive Committee, announced that they had selected Dan Krasnegor as a replacement for Rebecca Gray on the committee. Delegates unanimously approved the selection of Mr. Krasnegor.

7. Program: The Transportation Committee brought forward the resolution on traffic calming, which had been tabled at the previous meeting. After a brief discussion, delegates passed the resolution passed on a voice vote. The remainder of the meeting was devoted to the report of the Revenues & Expenditures committee on the FY2001 county budget. Delegates first passed a special rule to first vote on the budget without any provisions for enhancing the County and Schools retirement benefits, and then to vote separately on the two pension alternatives (the one brought forward by R&E and the other brought forward by the Schools committee). The chairs of the R&E and Schools committees walked delegates through their respective parts of the budget. After an extended Q&A period, the budget without any retirement component passed on a voice vote. Then, delegates voted to approved the alternative pension proposal, which would enhance the school and county employees retirement by an amount not to exceed five cents on the real estate tax rate and also make use of the over funding in the retirement fund (approved by a show of 19 "hands."). Only 16 "hands" voted for the retirement option presented by the Manager, which would have "cost" taxpayers approximately 1.7 cents on the real estate tax rate.

8. New Business: There was no new business.

9. Adjournment: The meeting adjourned shortly after 9:30 p.m.
