Minutes - April 3, 2001

John T. Hazel Auditorium, Arlington Hospital


1. The President called the meeting to order just after 7:30 PM.

2. Approval of Agenda: Approved unanimously.

3. Approval of Minutes from the March Meeting: Approval of minutes was deferred to the May meeting.

4. Treasurer's Report: The Treasurer's written report, dated April 3, 2001, shows that 72 of the 75 member organizations have paid their 2000/2001 dues. The report shows the combined Checking and Savings account balance of $3,635.18, with a $0.00 balance in the U.S. Postal Service bulk mail account.

5. President's Report. Jim Pebley said the annual banquet was a success, and offered congratulations to the banquet committee. He announced that public service survey questionnaires have gone out to all presidents. Jim reminded delegates of the upcoming Neighborhood Day on May 12. Parade will recognize the bicentennial and have a look of historical interest and ethnic recognition.

6. Committee Reports: Patrick Smaldore reported on the executive committee's March meeting. He said that County staff is discussing having a citizen review board to look at code enforcement rules.

7. Nominating Committee: The committee will include Ann Rudd, Tim Wise, Wayne Kubicki, Sue Zajac, and Frances Finta.

8. Special Rule: There was considerable debate on the special rule, including several interim votes. In the end, there was a vote of 23 in favor and 18 opposed to considering the Revenue & Expenditure Committee's entire package except for item #18, which involves handling the $4.8 "reserve." This reserve would be voted separately.

9. Program: Robert Atkins presented an overview of the County budget, and Terri Prell and Roye Lowry presented an overview of the Schools budget. The budget passed 38-7. A motion by John Antonelli recommending that the $4.8 million "reserve" be used to reduce the real estate tax rate failed 13-26.

10. Unfinished Business. There was no unfinished business.

11. New Business. Kim Smith presented a motion on public safety. The motion was referred to the Public Service Committee. A letter regarding VDoT's route 120 bridge rehabilitation will be modified and referred to the Executive Committee for final review.

12. Adjournment: The meeting adjourned just about about 10:15 p.m.
