Minutes of the meeting of April 1, 2003

John T. Hazel Auditorium, Arlington Hospital


1. The President called the meeting to order at 7:30 PM.

2. Pledge of Allegiance. The formal meeting began with recitation of the Pledge of Allegiance.

3. Approval of Agenda. The agenda was approved after adding the Nominating Committee.

4. Approval of Minutes. Minutes from the February 4, 2002 meeting were approved with minor time changes.

5. Nominating Committee. Following five delegates were selected as the Nominating Committee:Lucy Denney, Nancy Hunt, Herschel Kanter, Jim Pebley, and Tim Wise.

6. Treasurer's Report: Treasurer Frances Finta's written report shows a combined checking and savings accounts balance of $8,672.07.less a 911 Scholarship Fund balance of $1,031.92, leaving a Federation balance of $7,640.15. The report was accepted. In addition, the Treasurer presented a proposed budget for this fiscal year.

7. Committee Reports: The By-Laws Committee introduced the proposed changes to Article IV that will be debated at the May April meeting. The Transportation Committee reported the committee has not reviewed the proposed resolution on replacement of the Spout Run Bridge; a motion to amend the agenda to consider the resolution failed, but a promise was made to consider it at the May meeting. The Parks and Recreation Committee is considering nominees for small parks grants.

8. Program. Members of the Revenues & Expenditures Committee, with assistance from the Schools Committee, presented their report on the county's Fiscal Year 2004 budget. The report was discussed and debated. Based upon adoption of a special rule, the report could not be amended. The report passed on a voice vote (as judged by the secretary, there appeared to be about a 2-1 majority in favor)..

9. New Business. Kathryn Scruggs of the Arlington Education Association presented a resolution urging Federation support for the Alliance for Housing Solutions.

10. Adjournment: The meeting adjourned at approximately 9:15 p.m.
