Executive Committee Minutes
August 9, 2000



Attendance: Jim Pebley, President; Dan Krasnegor, Vice President; Patrick Smaldore, Chair, Executive Committee; Frances Finta, Treasurer; Timothy Wise, Secretary; Robert Atkins, and Mileva Hartman. Also attending was Randy Swart, past president, Nancy Graham, chair, legislative committee, and Ed Rea, BVSCA. Absent, unexcused, were Darnell Carpenter and Susan Johnson Quinn.

1. The meeting was called to order at 7:45PM.

2. Approval of minutes. The minutes of the July 12, 2000 executive committee meeting were approved, as amended.

3. President's Report. Mr. Pebley reported that he has talked with about half of the current committee chairs. He also said the housing committee with have co-chairs, Reid Goldstein and Wayne Kubicki. He also said Channel 33 has agreed to be at the September meeting, and also noted that classes there are on Saturday morning. In addition, he reiterated that his recent comments in the Washington Post were his, and not those of the ACCF. He asked the secretary to prepare a letter to the County Board-appointed commissions regarding a panel discussion of the bond referenda that will be on the November ballot. He said he has asked Nancy Graham to have a resolution on the constitutional amendments that will also be on the November ballot. The president also handed out a draft resolution of the executive committee which provides a sense of the executive committee and guidance for committee chairs in various "issues areas." After some additions, deletions, and changes, the resolution was passed unanimously.

4. Treasurer's Report. The Treasurer reported that 45 member organizations have paid their dues for the 2000-2001 year, and that she has $4,657.24 on hand.

5. Planning for September Meeting. Planning continued for Candidates Night, and included disussion of the e-vote that occurred as well as listing all of the various activities needed to be done at the hospital auditorium that evening.

6. Plans for County Fair. Mr. Swart outline preparations for the booth, which this year is H24.

7. Planning for Legislative Package. Nancy Graham discussed plans of the legislative committee. There was much discussion of the package, and what it should and shouldn't be. This included the concept of the package as a "Christmas tree." Mileva Hartman asked if there was some way to have a sunset provision for some of the items. Tim Wise suggested having some type of "vote" so that delegates can choose their most important items. After much further discussion, there was agreement that 1) the legislative committee would meeting in the spring to develop "to work on process" and 2) Bob Atkins, Dan Krasnegor, and Tim Wise agreed to develop a ballot and count votes at the November ACCF meeting.

8. Meeting to Discuss CDBG. Mr. Smaldore and Mr. Wise highlighted a meeting they had with Ms. Jane Eboch, CDBG coordinator for Arlington County.

9. Virginia Square Sector Plan. Ed Rea provided a brief overview of the meetings that have been held since the spring of 2000 to update this plan.

10. Civic Federation Web Address. There was unanimous agreement to authorize Mr. Krasnegor to register the following two address: 1) civfed.org and 2) civfed.com.

11. The next meeting of the executive committee will be September 13.

12. The meeting was adjourned at approximately 10:10 PM.
