Minutes of the meeting of February 7, 2006

John T. Hazel Auditorium, Arlington Hospital


President Smaldore called the meeting to order at 7:30 pm.

1. The meeting began with the Pledge of Allegiance led by Ms. Patti Browne, Arlington, VA Federal Credit Union

2. The agenda was approved as submitted.

3. Approval of Minutes. The minutes from the January 3, 2006 membership meeting were distributed for approval, and approved as submitted.

4. Treasurer's Report. Balances: Checking $1311.28, Savings $1882.42, Combined $3193.70, Reserved for 9-11 Scholarship Fund $802.00, Net Available $2391.70. US Postal Bulk Mail Account $108.74. Dues for the current fiscal year have been paid by 77 out of 82 member organizations.

5. Amy Levin, Chair of the ACCF Public Services Committee, introduced Dr. Reuben Varghese, the new Director of Public Health for Arlington County. Dr. Varghese made a presentation on "Health, Medicine & Public Health", followed by a question and answer session.

7. Unfinished Business:

A. Larry Mayer, Chair of the ACCF Executive Committee, presented an Executive Committee Resolution on 'Civic Association Alliances'. After a brief discussion, the resolution was passed, with one member opposing.

B. Jay Wind, Co-Chair of the ACCF Parks and Recreation Committee, offered a resolution concerning Four Mile Run. After discussion, the resolution was approved with 2 members opposing, and four abstaining.

8. New Business, Announcements and Introductions

A. Martha Moore, Co-Chair of the Planning and Zoning Committee brought to the attention of the membership two zoning amendments to be considered by the County Board in the near future. The first involved 'Transfer of Development Rights' (TDR) to be considered by the Board on February 25; and the second involved restoring the ability of the Board of Zoning Appeals (BZA) to grant exceptions. After discussion, it was agreed that there was sufficient concern about the timing and impact of the TDR amendment that the CivFed's rules should be suspended in order to allow consideration and voting on a resolution at that night's meeting. A motion to suspend the rules was offered, seconded, and approved unanimously.

Following discussion and the acceptance of several friendly amendments concerning wording, the resolution was approved unanimously. The resolution can be found on the ACCF web site.

The second issue and proposed resolution, involving the BZA, was referred to the Planning and Zoning Committee for consideration, to be offered to the general membership at a future meeting

B. Jay Wind, Co-Chair of the Parks and Recreation Committee, requested that the membership reiterate the ACCF's opposition (previously expressed) to approval of a site plan for 1101 Lee Highway. This was approved unanimously.

C. President Patrick Smaldore announced that Kathleen Matthews, co-anchor of ABC 7's News at 5 p.m. and co-host of Capital Sunday, would be the keynote speaker at the ACCF Banquet on Friday, March 31 at the Army-Navy County Club, from 6:30 - 10:30 PM.

D. Roger Morton of the ACCF Revenues & Expenditures Committee introduced a resolution "Aligning Real Estate Revenues with the Budget Cycle." The proposed resolution was referred to the Revenues & Expenditures Committee for consideration and presentation at a subsequent membership meeting. The meeting adjourned at 10:00 PM.
