Resolution of Arlington County Civic Federation:

Arlington County Police Department Staffing

The Arlington County Civic Federation at the February 1, 2005 meeting unanimously passed the following resolution.



Whereas Arlington County Police Department Officers serve, protect and defend the residents of Arlington as well as those who work, travel through or visit the County, and;

Whereas Arlington Police officers heroically responded to the attack on the Pentagon on September 11th, 2001, taking charge of security and the protection of the building that represents the nation's defense and;

Whereas, the demand for protecting residents, businesses, government agencies and other activities within the boundaries of Arlington has continued to increase since the attack in 2001 while gang activity has expanded significantly within the region and;

Whereas there have been no significant long term increases in officer staffing levels since Fiscal Year 2001, stretching even thinner the coverage of Arlington's police personnel and potentially resulting in increasing workloads, overtime requirements and impacted morale while compensation has not risen to a level above the regional compensation average and;

Whereas expanded fiscal support from the Federal government for Homeland Security can not be used to hire new officers to offset the additional demands of Homeland Security in one of the country's high terrorist threat regions; be it therefore;

Resolved that the Arlington County Civic Federation urges the Arlington County Government to undertake near term actions to ascertain what additional levels of staffing are appropriate to keep pace with increasing public safety and security requirements as well as Homeland Security needs, and be it further;

Resolved that in anticipation of increased staffing and manning that will be indicated by such studies and surveys that may be conducted, that beginning with the FY06 County Budget, that all future budgets include funding for an additional 6 or more new FTE's each year until such time as appropriate staffing levels are achieved as well as improved compensation and be it further;

Resolved that the Arlington County Government request compensatory long term funding from the United Stated Government, at the behest of Virginia's Congressional delegation, to offset some or all of the costs associated with additional police staffing to accommodate the increasing security demands imposed on Arlington by Federal activities that are supported by Arlington, and be it further

Resolved that none of the foregoing should reflect anything other than the Civic Federation's highest respect, admiration, and appreciation for the Police of Arlington County and their sacrifices made in pursuit of Arlington's collective safety.
