Nancy Graham, a long-time Civic Federation delegate and Chair of the Legislation Committee, passed way on Tuesday. You may recall that her husband Bill (himself a former CivFed President) died last summer. Nancy received the Order of Distinguished Meritorious Service in 2002. Her calm leadership kept the Legislation Committee on an even keel in a difficult period. She was made an Honorary Delegate (our first) in 2005 when she and Bill moved outside Arlington. Nancy's funeral will be at St. George's Episcopal Church, 915 N. Oakland Street (Oakland and Fairfax, Virginia Square metro) on Friday, December 18, 2009, at 11:00 am. ALERT: Arlington County has released the Parking and Curb Space Management Element of the Transportation Master Plan that will be considered by the County Board on November 14 with the County Manager recommendation. The earlier draft was supplemented with a summary fact sheet and a summary of new initiatives.
On October 28, Barbara Favola (Chair, Arlington County Board), Mary Hynes (member, Arlington County Board) and Mike Kerley (President, Arlington County Civic Federation) met informally with civic association presidents from Arlington Forest (Julie Kirchhoff), Ballston-VA Square (Ali Gungor), Barcroft (Bryant Monroe), Douglas Park (John Snyder), Fairlington (Sam Anthony), Nauck (Portia Clark) and Woodmont (Sharon Rogers). The purpose of the meeting was to discuss the successes and challenges in each neighborhood and share strategies for neighborhoods to partner effectively with the County. The conversation also provided feedback on basic neighborhood-focused services, such as the new recycling program, traffic management, youth sports, and emergency services. The goal is for each Civic Federation member president to attend one of these meetings over the next couple of years. The next group will probably be invited in January.
October: The October 6 ACCF Membership Meeting (see agenda and reports) will feature three programs: 2010 Census; Affordable Housing; H1N1 and Seasonal Flu Preparation in Arlington. Our October newsletter, the Civic Voice contains the full agenda for the October 6 meeting as well as committee news and activities. This proposed resolution on park land acquisition and capital project funding was developed a joint meeting of Revenue & Expenditures Committee and Parks & Recreation Committee. The lobby opens at 7:00 and the meeting starts at 7:30. Parking is available in the Gold parking garage.
Executive Committee: The Civic Federation, along with the League of Women Voters and Chamber of Commerce, were invited participants in a September 28 meeting with the consultant for the County Manager search. President Mike Kerley presented a letter created by the Executive Committee and Committee Chairs specifying qualities Civic Federation members would like to see in the next County manager.
The Executive Committee will meet on October 12, 2009, at 7:30 p.m. at 2300 Wilson Boulevard (Navy League). Upcoming general meeting business, including agendas and programs, will be discussed. If you are interested in the Legislation Committee general meeting program, please attend the meeting. Contact members of the Executive Committee to let them know your thoughts.

2008-2009 Committee reports
Former CivFed Legislative Chair Nancy Graham's husband Bill has passed away. Bill was President of the Civic Federation 1966-68 and made many contributions to Arlington's civic life during his active years. He was awarded the Federation's Journal Cup in 1963 before becoming President. Bill's funeral service will be at St. Georges Episcopal Church, 915 N. Oakland St., Arlington, VA on Friday, July 3, 2009 at 11 a.m. In lieu of flowers, family requests donations to the Goodwin House West Foundation Fund, 3440 South Jefferson St., Falls Church, Virginia or the charity of your choice.
The County Board will consider the transit element of the County's Master Transportation Plan on June 13. It will be presented to the Transportation Commission on June 4 (Meeting will be held at 2100 Clarendon Blvd., #307 County Board Room (see agenda. The transit element document is not posted on the County website as of 6/3/09 7 a.m.). See the document in the link in this message.

Attend the meeting to participate in elections for 2009-2010, hear "An Arlington Retrospective/Prospective" from long-time delegate Roye Lowry, understand elements of Arlington County's Transportation plan (presentation -- be patient; it's a very large file!) and paving program (presentation; as background, see report or report summmary on economic impact of rough roads that may cost you $450/year), hear the details of the County's new Emergency Preparedness Advisory Commission (see presentation), and vote on a joint resolution from the Schools and Revenue and Expenditures Committee calling for a reexamination of the County’s existing Revenue Sharing Agreement(defeated: 16 in favor, 17 against). The Public Services committee provides a report and resolution calling on the Arlington, Virginia County Board, County Manager, School Board, and School Superintendent to meet to determine if there would be cost savings and service improvements from combining common communication and information technology services. This is the Revenue and Expenditures Committee and Schools Committees' meeting on recommendations for the Arlington County and Arlington School budgets. Read about the structure of the meeting. The FY 2010 budget report from Revenue and Expenditures and Schools committees is available (NOTE: resolution adopted 44 to 3 with 5 abstentions). One separate budget related item on the Cultural Center was reviewed and not adopted (13 to 26 with 6 abstentions). April 3, 2009: 93rd Annual Banquet and Awards Ceremony
By authorization of the ACCF Executive Committee, the recommendations in the ACCF Schools Committee Report will be presented to the Arlington County School Board on Tuesday, March 17 by School Committee Chair Beth Wolffe. This report will also be on the agenda for discussion at the April ACCF Membership meeting.
John B. Catoe, Jr., General Manager of the Washington Metropolitan Transit Authority, will be the speaker for the annual Civic Federation banquet on April 3 at the Holiday Inn, Rosslyn, 10 North Fort Myer Drive. Cocktails (cash bar) at 6:30 pm; dinner at 7:30 pm. Tickets are $45; parking is free. Please respond promptly to the snail mail invitation that has been mailed or downoad here. The Schools Committee will hold its final meeting on the school system budget on Sunday, March 29 from 3:00 - 5:00 p.m. at the Fairlington Center, Room 100. The Fairlington Center is located at 3308 S. Stafford St. in Arlington. The committee makes recommendations about the Superintendent's proposed budget to the Civic Federation (to be presented at the Federation's April 7 meeting), and to the School Board (to be presented that the Board's public hearing on March 17). All are welcome to observe. If you wish to join the Committee, contact Beth Wolffe.
April 30 is the deadline for the Arlington County 2009 free Tree Distribution Program. Civic Association coordinators submit tree requests to Patrick Wegeng or phone 703-228-6521. The two trees that are available for free distribution in 2009 are described on the County Website. The County landscape unit will begin tree distribution on May 4. The trees will be delivered to the coordinator's place of residence. The coordinator contacts the requesters for pickup.

Transportation: Open forum: Taxicab Operation in Arlington - New Rules. Thursday, February 19, 7 - 9 pm at Arlington County Central Library (Auditorium), 1015 N. Quincy St.. The County staff will make a presentation on what’s been developed so far, receive initial comments and questions on the draft ordinance, and answer as many questions as possible. Whether or not you can attend on Thursday night, comments will be very helpful now as the staff continues to review and revise the draft ordinance, leading to a version that will be recommended for the County Board, at its March 14th meeting, to authorize advertising for a public hearing to be conducted at its April 25th meeting. Three documents provide background information for this meeting: Highlights of Taxi Ordinance Work; New Arlington Taxicab Ordinance; Draft Chapter 25.1 of the County Code - 2/17/09 Version.

Actions from the November membership meeting: This is the final version of the 2009 Legislative package with votes. This resolution on ACCF participation in Managing Action through Planning and Partnerships (MAPP) was passed.

See above.] has the agenda for the November 11 ACCF Membership meeting (note date change because of election). The Legislation Committee's draft 2009 Legislative Package was distributed at the October meeting for action at the November 11 meeting. Each item will be voted on separately. The Revenues and Expenditures Committee report on the Arlington County bond referenda on the November ballot provides background information for the October 7 meeting. The Schools has also submitted a report on the 2008 school bond proposal.
